Child Abuse: Who is Responsible?
Thesis: Child abuse should be blamed on more than the abuser’s actions; child service agents need to place children in safe environments,more money should be given to expand child services, not always return the children to the parents, laws should change, and anyone who suspects child abuse should be able to report it.
